The charter states that the chairmen are responsible for producing a rulespack each year. As of the 2026 Edition, it was decided that the best way to do this would be by forming a small committee of interested individuals to make a recommendation each year on the year-specific portion of the rulespack, as well as any adjustments to appendixes if needed.

Concept
The Rulespack Committee is not a part of the ETC-H charter, but serves a vital purpose for the ETC-H community. The committee not only helps share the burden of producing such an important document and all the proof-reading that involves, but is also a discussion/focus group which helps ensure that different views from different local communities and types of teams are represented in the decision making process.
Formation
The chairmen announce the formation of the Rulespack Committee on Discord.
The committee will be composed of 5 people: 1 chairman and 4 players from the community.
Interested individuals may submit their name for participation. Candidates must commit to showing up to online meetings every other week, and being generally available to other committee members on Discord.
Chairmen will pick from the list of interested individuals in such a way as to ensure a wide range of experience, views, and nationalities.
At a set date prior to the announcement of the final rulespack, the committee will present a recommendation/proposed rulespack to the chairmen. Note that per the charter, the chairmen have the final say on the adoption of said rulespack.
